Abstract
This IDC Perspective identifies the opportunity for government CIOs to develop new IT strategies aimed at supporting and enabling digital transformation in the post-COVID-19 environment and discusses in detail the elements of effective IT strategy. It describes the context and "ecosystem" in which the new strategy is formed and executed and identifies the key attributes and components of a new IT strategy. The IT vision and mission guide IT and agency program organizations and stakeholders, but the IT strategy details "how" to get there. Agency program strategies are changing significantly in response to the "new normal," shifting customer and constituent dynamics and demands, and turbulent environmental and economic environments. IT strategies similarly need to undergo significant overhauling or risk becoming detached and irrelevant.
"COVID-19 is dramatically changing the landscape for many government agencies that are already in the midst of digital transformation. As technology continues to disrupt and change constituent expectations at a furious rate, government CIOs are forced to continually reinvent IT," says Thom Rubel, adjunct research advisor with IDC's IT Executive Programs (IEP). "This environment can enable them to reset IT strategies that are a necessary tool to help guide IT transformation to meet emerging agency mission goals."
